On Aug. 25, 1999, the Baltimore Sun reported that Howard County Police filed charges in the murder of an Elkridge woman—against her mother-in-law. In November 1998, the Sun said that Sara J. Williamson Raras, who lived in Elkridge and worked for the NSA as a statistician, was found murdered in her Meadowfield home, and police had reason to believe that her mother-in-law hired a hit man because she wanted custody of Raras' 1-year-old son. In 2000, the victim's mother-in-law—Emilia Domingo Raras—was found guilty of murder in the first degree and sentenced to life without parole.
