Troy Park Site Work to Begin in October

Howard County officials said there would be "dramatic movement" near Route 100 and US 1.

Work will begin this fall on Troy Park, after some tweaks to traffic plans, according to officials.

“You will see some dramatic movement soon,” said County Executive Ken Ulman last month.

John Byrd, director of Howard County Recreation and Parks, said at the forum that work would begin in September.

The project will more likely get moving in October, Byrd told Patch in an Aug. 14 email.

"The revised plans are being finalized and then we need to get permits approved and then put out to bid," said Byrd. "So it will be more like mid to late October before we break ground."

In a letter dated Aug. 1, the Department of Planning and Zoning’s division of land development requested revisions to traffic plans.

A county official from traffic engineering said part of the plan involved Mansion Lane, which is currently a dead end and will extend into the park.

Greater Elkridge Community Association President Howard that the regional park was still on track because a tennis group that had previously shown interest in partially funding the endeavor pulled out.

The Howard County Tennis Patrons did not respond to a request for comment.

Zero dollars were included in the FY 2013 budget for Troy Park but Ulman said with assurance that the park would be on track because money was included in last year's budget.

In the FY 2012 capital budget, $6.838 million was allocated for Troy Park.

“We had enough money in the budget to move forward on phase one,” said Ulman.

According to Byrd, phase one includes the entrance road to the park; mass grading for multipurpose fields, parking lots, stormwater and sediment controls; and prep work for utilities.

“I will make sure there’s funding to move the next couple phases forward," said Ulman.
