According to the Bureau of Labor Statistics, Maryland's unemployment rate has risen in recent months, from 6.9 percent in March to 7.3 percent in August.

Lt. Gov. Anthony Brown touted infrastructure as the way to economic recovery, in a video on the State of Maryland's Youtube channel. "Now is the time to create jobs," said Brown in the video, "and the way to do that is to invest in our public infrastructure."

Brown said that each billion-dollar investment in infrastructure would generate between 18,000 and 30,000 jobs in Maryland.

He added: "Investing in public infrastructure today" would be "laying the foundation for a long-term recovery."

"We suffer in this nation from an investment deficit," O'Malley , highlighting a backlog of transportation projects and $6 billion in school construction needs.

Plans for job creation and infrastructure will be discussed after , likely after Wednesday. The governor said he would like to bring a package including jobs and transportation projects before the General Assembly in January.
