"Stop the Shift" Rally

County Executive Ken Ulman will discuss the impact of the governor's to the counties.

Howard County would have to pay $17 million the first year the shift would take effect, which Ulman said would result in the elimination of services.

Joining him at Harpers Choice Village Center in Columbia for the "Stop the Shift" rally will be Superintendent Sydney Cousin, County Council Chair Mary Kay Sigaty, Chief of Police William McMahon, Fire Chief William Goddard, union representatives and others.
