At the second annual Conference on Combatting Human Trafficking, the governor noted inter-agency cooperation was key to success.
New state-wide outreach programs have helped more than 15 child victims of human trafficking in the past five months alone, according to the governor’s office. Last year, nearly 80 victims received services from the state. Howard County Police charged 11 men with solicitation of prostitution and related charges after they were arrested in an undercover operation on Wednesday along Washington Boulevard in North Laurel. The men were arrested after they approached plain-clothes female officers and offered money for sex, according to police. This was the first undercover prostitution operation of 2013, said police. In 2012, police arrested 23 men in September, ten men in July, and eight in May in similar operations. One person was taken to the University of Maryland Shock Trauma Center suffering from a head injury after an attempt to pay for sex went wrong, according to Howard County Police. On Feb. 22, just after 9:30 p.m., police say two women picked up the victim and brought him to a local hotel on the 6700 block of Dorsey Road. The victim’s intention was to pay for sex, police said. Once at the hotel the two women, one of whom was an acquaintance of the victim, left the hotel room briefly, and then returned with a man, according to police. The victim was assaulted and robbed. He was taken to Shock Trauma with a head injury. Police are investigating the incident.

Twenty-three men were arrested in a tri-county undercover prostitution sting along Route 1 in the Jessup area involving federal, state and local police agencies, officials announced Wednesday. The men were arrested last week in the vicinity of previous prostitution stings, according to Mary Phelan, a spokesperson for Howard County police. The Thursday arrests come about two months after police arrested ten men in a July prostitution sting along Route 1 in Laurel, one of whom included a high-ranking Food and Drug Administration official. The Howard County Police Department announced Tuesday that 10 men were arrested in a reverse prostitution sting along the Route 1 corridor in Laurel on Friday. Undercover female officers worked in areas where citizens have complained about prostitution, and they arrested 10 men who approached them and offered money for sex, according to a statement from the department. Howard County police arrested and charged eight men for soliciting prostitution along Route 1 in North Laurel, officials announced Thursday. The arrests were the latest in the police department’s ongoing operation to eliminate prostitution along the Route 1 corridor. Female officers in plain clothes worked undercover in areas targeted by citizen complaints. Suspects who approached the female officers and made money offers were arrested, according to a press release. Howard County police conducted a "reverse prostitution" operation on Friday, resulting in 15 men being arrested along the U.S. 1 corridor in Laurel. Female officers in plain clothes worked undercover in areas targeted by citizen complaints to determine whether they would be offered money for sex. Suspects who approached the female officers and made such offers were arrested. In five earlier operations this year, a total of 61 men were arrested. On Friday, detectives and female officers arrested 15 suspects over a five-hour period.
